Project Information

UPDATE: 8/12/26

South 19th St. & Manufacturing: Concrete work is underway for the proposed roundabout at South 19th Street & Manufacturing Drive. This phase of the project is expected to be open to traffic by September 30, 2026.

Manufacturing Drive (South 21st Street to Nestle Purina Driveway): The contractor is currently completing curb & gutter installation, driveways, bridge approaches, and intersection improvements at South 21st Street. This corridor is expected to be open to traffic by October 31, 2026.

The intersection of South 21st Street & Manufacturing Drive will be open to the public throughout construction to provide access to the Clinton High School EAC, the Mississippi AEA, Focus, and Iowa American Water.

South Bluff Boulevard (College Avenue to South 14th Street): The contractor is installing storm & sanitary sewer and will follow with concrete paving operations, from College Avenue to South 14th Street. This area is expected to be open to traffic by November 30, 2026.

• The intersection of South 14th Street and South Bluff Blvd will be open to traffic this week.

• College Avenue is scheduled for reconstruction from August 18th until September 8th, 2026. During this time, the intersection of College Avenue and South Bluff Boulevard will be closed to all traffic.

The roundabout at South 14th Street has been delayed until Spring, 2027.

Bluff Boulevard from 7th Avenue South to 2nd Avenue South: Iowa American Water continues to replace water mains and services along Bluff Boulevard in this section. Once all concrete work is done in this area, they will move to the north side of 2nd Avenue South. This work will continue in 2027.

Access to Local Businesses
Signs are in place directing people to local businesses using the following routes.
• Mill Creek Parkway to Harts Mill Road to Manufacturing Drive
• South 14th Street to 13th Avenue South to Manufacturing Drive

Recently Reopened Streets
The following roadways are now open to traffic, as projects have been substantially completed along these routes.
• 2nd Avenue South – South Bluff Boulevard to South 4th Street
• North 3rd Street – 8th Avenue North to 17th Avenue North (restoration crews present)
• South 14th Street – 11th Avenue South to South Bluff Blvd (opening this week)

As of Monday, June 22nd Bluff Boulevard will be closed to all through traffic from South 14th Street to College Avenue for construction.

This road closure is due to the reconstruction of Bluff Boulevard. This closure is expected to remain in place for the remainder of the construction season, so that crews can properly replace storm and sanitary sewers, construct retaining walls, and reconstruct Bluff Boulevard.

Bluff Boulevard is also reduced to two lanes only beginning at 2nd Avenue South for ongoing utility coordination.

Motorists can continue south along Bluff Boulevard from 2nd Avenue South but will need to exit onto a side street before South 14th Street, where the road closure begins.

Road Closures & Detours:

To ensure public safety and facilitate construction, Bluff Boulevard will be closed to all traffic between South 14th Street and College Avenue.

Traffic is currently being detoured to Manufacturing Drive and Harts Mill Road via 2nd Avenue South, South 18th Street, and College Avenue.

Traffic destined for the Lincoln Way or Wal-Mart area should continue to utilize the global detour in place from south bound 4th Street to Camanche Aven

UPDATE 3/13/25

Groundbreaking Ceremony is scheduled for Monday, March 17th starting at 11 am. Held at the Intersection of South 19th Street & Manufacturing Drive.

UPDATE 3/4/25-

We are excited to announce that construction activities for the Manufacturing Drive & Surrounding Areas of the Drive to Prosperity Project will soon commence. The project will
be executed in multiple phases, starting with the construction of the South
Bridge, located south of Nestle Purina and Eastern Iowa Tire, beginning on March 11th.

Please note that several factors may cause changes to this schedule. We are committed to keeping you informed with regular updates and progress notifications. Here is the current
staging plan to execute the project. Be sure to check back often to stay up to
date on the latest developments. If you have specific questions, please contact us.

UPDATE 3/15/24 –

We have received environmental clearance from the Federal Highway Administration (FHWA). We will be moving forward with final design and begin the Right of Way and Easement acquisition process. The Environmental Assessment (EA) report can be accessed in the Helpful Documents section below.

Over the next several months, the design team will be working on the final design and construction documents. This will include developing phasing, traffic control and detour plans. If your property will be impacted, our team will be reaching out to you to discuss the specific impacts and next steps in the property acquisition process.
